Romulan racial trait not working...?

I do not know if this is a bug or not...

I made a Romulan RRF character, and have been running a bunch of experiments with them.

Recently, I noticed that when I decloak my warbird, the increase in damage for the weapons is exactly 25%. Now, according to the game (http://sto.gamepedia.com/Romulan#Traits), Romulans are supposed to get bonus damage when exiting cloak.

What's going on?

    Unless I'm mistaken the 25% damage bonus IS from the Rommy trait.

    The OP appears to be right, subterfuge appears to not be working:

    I could see subterfuge not stacking, but it appears to not be working at all, devs need to check....

    Test (in standard orbit of New Romulus)

    1695.7 dmg .......weapon power @122 out of cloak
    423.925 dmg .....what damage bonus from RBC 25% boost should add
    763.065 dmg .....what damage boost from RBC and Subterfuge (+20% dmg) should add

    2119.7 dmg .......What tooltip shows coming out of RBC

    2458.8 dmg .......What it should read if both Subterfuge and RBC (+45% dmg bonus)

    Need someone better with math to double check and see what they come up with

    still wondering if subterfuge is granting the 20% coming out of cloak damage bonus, maybe the romulan battle cloak overrides it, which then seems silly to give it as a trait to romulans since all romulan ships have the romulan battle cloak or is it simply not "plugged" into cloak calculations?

    I've just given up on subterfuge. The 25% bonus is enough for me, and I'm getting superior romulan operative on all my boffs.
