Refine Dilithium limit reset time

Is there a set, in game time when the dilithium limit resets? And, if so, what is it?
Well excuse me for having enormous flaws that I don't work on.

    Actually, the start/end of the Dilithium refinement day is GMT 0:00...

    annnd, your limited to refining 8000 dil even though you can make twice that much.. plan on spending a lot of days doing something else except for the twenty seconds it takes to open your assets tab and click refine..

    And you can make an alt. That gives you 16,000 in refining capacity.

    I'm ok with the refine limit but wish you could increase it with a zen purchase. basically forces you to play alts to make more Dilith
