Can't level up.

So I have been levelling up a bit haphazardly recently - what with this being my first character. I'm all set for space, but noticed I had plenty of unused points so put some on my ground abilities.

I levelled up my Captain abilities first taking Squad Command and Willpower both to their maximum rank. However I can now not put any points onto my LTCmdr power PS Generator, or my Commander powers Special Forces and Threat Control.

Is this a bug or have I done something really wrong?

    You have't done anything wrong and it's not a bug. There is a ratio you have to maintain btween space and ground skills. It's roughly a 3 to 1 split but you have a lot of wiggle room. If you can't spend pounts in one or the other category, you've hit the ratio limit for it. You have spent point in the other category to even things out.

    And a bit of general advise, you don't necessarily have to max out your skills to 9 ranks. That amount of skill boost is not linear with the number for range. The first 3 ranks are +18/rank, the next 3 ranks are +10 per rank. And the last 3 ranks are only +5 per rank.

    Three rank and 6 ranks are pretty good sweet spots for betting ranks. Three ranks at skill of 54 and six ranks is skiil level of 84. The last 3 ranks only net your +15 skill level.

    Just something to bear in mine.

    So if I can't put points on ground I should put some more points on space, and then I should be able to pay into ground again? Is that right?

    And I only tend to go to rank 9 on the powers that match my play style - I have a rank 3 in all of the powers I was trying to upgrade, and I'm going to put the lower level ones to rank 6.

    Basically yes to put points in other skills between space and ground. You must spend a certain number of points in skills at the Lieutenant rank before you can put points in the Lt Cmdr skills.

    Concerning skill ranking up to 9 - it's about diminishing returns. You are spending a lot of skill points into a skill level that does not provide a lot of reward for those points. In other words, you can make the character "better" by really only going up to rank 6, with excess points being spread around to other skills. That's debatable of course but the math favors the concept (I believe).

    It's ultimately up to you, but that's the idea.

    Yeah, there's no real point to hitting rank 9 in a skill until you hit endgame and just have points left over to spend. Even then, you can probably find somewhere else to put them that will give you better results.

    I think you misunderstand me, I have levelled up to, and put points in skills up to Captain's rank. However after leveling up some of my Captain's skills I am now unable to add more points to some of my lower level skills (ie my LtCmdr ranks). My issue isn't being able to add points to my higher ranks, but now being unable to add points to my lower ranks after increasing my higher ranking skills.

    Although to everyone offering advice regarding the levelling of skills by six or nine points thank you. And I will take a good look at that skill planner when I start my Klingon and Romulan characters.

    it ultimately depends on the skill and how useful it is.
    Some I keep at zero, many I get at 3 or 6... a rare few I take all the way up to 9.

    Okay, I'm pretty sure I know what's going on. You have an enforced 3:1 ratio between points spent on space skills compared to ground skills, meaning at level cap you can have a maximum of 300,000 points spent on Space and 100,000 spent on Ground.

    How this is maintained is at each level up, you are able to spend more points on skills UP TO A CERTAIN NUMBER. For example (may not be accurate, working from memory here), you are able to spend 2,000 skill points on ground skills at level 1. Upon leveling to level 2, that number increases to 5,000. It is also easier to hit this cap with higher level skills (Lieutenant skills cost 1,000 points per rank, LtC is 1,500, Commander 2,000, etc..).

    So, the reason you can't spend any more points on ground skills is because you are either at the points cap, or close enough that adding the skill would put you over the points cap. You can see this at the bottom of the skills screen, under where it says 'Available'. You should see Spent Space, Max Space, Spent Ground, and Max Ground. That is exactly what it sounds like, the number of points you have spent in each area, and the maximum points you are currently allowed to have in each area.
