"You do not have enough Tier IV Exchange Duty Officer"

I get this message when I look under Diplomacy and similar messages under every other category.
Anyone know what that means?

    That's the name of the token you get when you reach a certain rank in one of the commndation categories. Basically it's telling you you don't have any free tokens.

    in other words, each time you level up a commendation category, you are given a free token for some of the Doffs in that category, what this message means is you haven't unlocked Tier IV of diplomacy yet, so you can't get those doffs yet.
