What has happened to the Klingon cloak as it isn't like the Rom cloak which it use to be?You use to be able to cloak while under fire.

In the Klingon faction, you can cloak under fire (battlecloak) only if you fly a Bird of Prey. The other ships of the KDF lineup always had regular cloaks that can't cloak while in red alert.
Nothing has changed in that regard, everything is exactly as it was before LoR.

I though you could slightly as i did several times in the House Always wins maybe it is the colour of the UI.

I still like the red UI.

Just in case you were not aware, you can still have the same old red colours applied to the new UI, you just need to select the "Klingon classic" UI under options.

I think I know where you're getting that from. I don't believe the T1 B'rel has a battlecloak. Only T2 and higher BoPs have the battlecloak.

Data: Captain, I believe I speak for everyone here, sir, when I say, "To hell with our orders."

Actually that's not entirely true. The Tier 1 B'rel is the only BoP without battlecloak ( I have no idea as to why), but I purchased the B'rotlh BoP from the C-Store which is also Tier 1 and it has battlecloak.

They have changed slightly as all PoB/Raider have the battle cloak and the rest just a plain cloaking device even the raptors.

I checked this out in the shipyard.

 What have they changed? It was like that since forever. Only the BoPs had battlecloak and all the others just regular one. Even the raptors, they never had battlecloak. It's exactly the same as it was pre-LoR.

    Correct.
There have been no changes to this whatsoever.

And it has ALWAYS been like that. ALWAYS. The only Klingon ships that have ever had the battlecloak are the Bird of Prey class, and the Pegh'qu destroyer lifetime ship.

The Romulans are the ones with all-ships-having-battlecloaks, and a few enhanced battlecloak ships.

You would figure though a cloaking devis is a cloaking device no matter what kind of ship it is on.

That is another issue entirely, one that's been beaten to death somewhat. The cloaks are different for gameplay reasons. It allows for another factor of diversity between ships and factions.

I got no problem with the cloaks the way they are. The Romulans are the Cloak masters, the Klingons use cloaks but don't rely on them like the Romulans do and the Federation doesn't use cloaks. It makes each faction unique and different.

I have more of a problem with the KDF Bird of Prey's but that's a whole nother topic.
