Quantum Singularity Manipulation - broken

I tried using this ability couple of times and like title suggests - it appears to be broken
cloak makes no difference, NPC's can target and shoot you while quantum-cloaked regardless of distance etc. be them borg cube, sphere or whatever

    I made the same experience. Activated the cloak as soon as I noticed the Tac Borg Cube was onto me, but a few moments later i blew up nonetheless. Same happened with spheres and other non-Borg enemies, they just kept firing.
