where are some good areas a Tier 2 Doff Marauder klingon and gain maurauder exp?
Also what does that marauder ability do you get around T3 or T4? not the transwarp but the other one

Regulus, Tau Dewa, Beta Ursae and Alpha Trianguli Block are but a few you can go to get Marauder assignments, don't forget to also speak to your First Officer in the Department Heads tab for more possible assignments, also if you can get someone to give you the Raiding Party buff it will allow you to head into Sirius Sector too which usually has some nice Marauder offerings.
Once you get to Tier 3 you will get the ability to use Raiding Party (Marauding) on others except yourself, although once at Tier 3 you no longer need the buff to enter Sirius Sector and can come and go as you please.
Marauding, better known as Raiding Party is a buff you acquire for unlocking Tier 3 Marauding. You can give to other players both Fed and Klingon which buffs their Driver Coil by +50 which will give them a sector speed buff as long as they have an engine equiped that is able to do more than warp 10, it also allows other Klingons which have not yet unlocked Tier 3 to access Sirius Sector Block, it lasts for 1 hour.
