hi
I made a romulan toon and have allied with the federation
what lvl do I have to be to do the dilith missions on K7 as atm I am lvl11
and ive tried talking to niomi Wildman and all I get is Exit and nothing about talking to cohorn
hope I am making sence

I could be mistaken, but I'm fairly sure that is Fed only, so is not available to Federation allied Romulans.

You can do Neutral Zone Diplomacy as Federation allied Romulan. It's in the mission journal or go to Admiral Quinn.
I'd like to know if it is working as planned or a bug that I can't enter any warzone, although I was able to accept the tutorial from Makza. I had no problem finishing the Arena and Scenario tutorials.
Do you mean the Traelus, Alhena & Sh'mar Freighter missions? Those unlock after you complete one of the Devidian episodes. I think you have to be level 35 to start the first one in the Devidian series and unlocking the dilithium dailies.
