Ok, I give up. I see them on the Exchange for millions, but the only non-Exchange place I've seen them are Common-quality BOFFs from the vendor at New Romulus Command. Where the hell are people getting these blue/purple Romulan/Reman BOFFs?

    Selling the ones they get as mission rewards most likely. I mean, aside from the big four all are tradable last I checked.

    Otherwise I have no clue.
