  Yeah there doesn't seem to be any particular consistency with this that I've been able to pick up on, but it's been happening to me too.

  I've had this too, seems to happen when I switch ships or add/remove boffs from my roster.

  For me it always switches my department heads with whomever was in my last away team, even when I go down alone.
