Can't Engage Enemies

I am a lvl 8 lieutenant playing Roms. When I try to engage the red "enemy signal contacts" I never get the option no matter how close I get.

Also, when I try to do PVE it tells me "You must be a level 5 lieutenant to join or create.."
Odd since I am Lvl 8.

Any thoughts? Thanks!

    I should add that I didn't spend one of my traits after Respec. Don't know if that would do anything. I have spent most of my skill points.

    I have no trouble at all doing story missions.

    I have this issue as well I think its just one of the many bugs like I have completed the Borg daily but can't hand it either. sent a ticket to the GM's but that was 3 days ago and no response.
