The question which is the elephant in the room, is what does the KDF have in comparison.
The LTC Universal is more than likely due to the fact that there are so few options for Romulans to play with, unlike the Feds to a very large degree, and perhaps one could argue, in comparison - even with the KDF.

I wouldn't put any of those escorts in the same league, for built in battlecloak that doesn't consume a console slot, PERFECT escort BO slots and console layout and crew. Where the Andorian escort might make up in dps, it lacks the battlecloak, crew, shield capacity and optimal BO layout of the Fleet Ha'feh. Do you honestly think that ship compares less favourably to the ones you just listed?

For months, if not years, Fed players have been asking for ships with battle cloak, and Cryptic came to the party with the only way that CBS licensing would permit that to happen.
And, personally just so that you know I am objective, if there are two things I hate in the game: 1.) Pet spam 2.) cloak. And peeps that swoop in on my bunny-run, but that's a whole different story ...
dark is right here, battle cloak isnt the all time best weapon, feed back pulse is a great way to deal with alphas for example and cycling ep2s with warp core doff.

Each ship listed including the Romulan ones have their own merits, advantages and disadvantages. And why should it compare less favorably? Every single boff station you can fit into that LTC slot can be mirrored on the Fed side, and it comes with a battle-cloak, while the fed ships come with their own benefits which I need not point out.
Hypothetically speaking, what would you see taken away to make it balance in your eyes?
What disadvantage does that ship have? Unlike the Kumari, it doesn't sacrifice anything to get 5 tac consoles, sure, it doesn't have 5 forward weapons, but it has bigger shields, more hull and crew and the same turn rate AND A battlecloak with the ability to switch into a solid aux2batt build or something sci focused in a way only the Mobius really can. Hell, it's better to compare this ship with the mobius, and even then I'd trade the increased shields and the worst pet mechanic in the game for a little extra turn, 2x ltcom tac and battlecloak.
Point being, the list of disadvantages are pretty slim when compared to the fleet ships. It appears more like some lock box ship imo.

it have 40 less power then the other ships (all romulan ships), 15 in all sub-systems to start with and not 25
It has a low inertia rating, other than that I think the batte cloak as opposed to a higher turn rate makes it only slightly worse than the bug, with a hull and shield to compare, however the Ha'feh has the advantage of having a more balanced science to engineer console ratio and therefore is about comparable to the bug if not for the low interia rating, even if the cloak dosen't make up for the turn rate its still the second most powerful escort in the game provided it's inertia is not a major issue. Perfect for suprise attacks though, it makes me want to invest in a Romulan char.
Edit: Forgot about sigularity cores, and lower subsystem power should not be a major issue compared to that power, it looks like a real contender to the bug.
Edit 2: Also, as I recently found out in an embassing fail, amount of crew does not affect anything (other than someones love for high numbers).
Crew describes your passive hull regens resistance to attack. Loose all your crew and you no longer passively regenerate hull...
Crew means absolutely zilch. Voquv has 4k crew and they are all dead within a few seconds of battle.....we all know this, so using crew to compare ships is pointless.

Crew death "within a few seconds" only happens if you happen to fly into a cloud of bugged theta radiation. Otherwise, +1000 crew ships hardly ever lose their crew.
I would not dismiss a 5th front weapon slot so easily. Especially if its a DHC.
I would, after seeing the effect energy drain has on damage, it works out to a 4% in forward facing damage overall. I'd rather a 5th tac console, and a solid BOFF layout that could do aux/batt +DEM II.
Beyond Wing Cannon Overload, the Kumari is below average....

You're not.
Most stock Fed/KDF faction ships are anywhere from a little bit to a whole lot inferior to what Roms have access to.
People have been going on and on about the Andorian escort but its really just a paper tiger. The Kumari variant in particular has got to be one of the worst designed BOFF layouts we've seen in a while.
The Ha'feh is the only ship i've flown where the hull can be beat to pieces without ever losing a shield facing. It feels like the skill points you devote to the hull aren't even counting. It has a good amount of hull points, but not even my BoP's hull buckles like the Ha'feh does, and the BoP has far fewer hull points.
So no matter how OTT it looks on paper, the fact that rotating two copies of EPtS can't save that thing if the hull heals are on cooldown, balances everything out. Putting some high tier rep gear on it might help out some, but that bleed-through is what kills it.

So you say this because you don't believe the singularity core mechanics make up for this?

The only thing I can think of, is that it does not gain the standard Escort (Or Raptor, Raider) +10% Defense bonus.
OTOH, anyone with a crapton of ECs can slot top end rom or reman boffs to match or supersede that.

That's really the only thing keeping me from flying it.
I'm willing to make exceptions for stats usually, but this ship is just so heinous looking that I can't bring myself to fly it.
Luckily the T'Varo and Mogai pretty much suite my needs, so there's consolation in that.
