two problems (1 may be solved)

1. i was doing treasure trade station, i completed it. but everytime departed the system it would reset to roadblocks. Buddy of mine suiggested dropping it and starting over. so i will try that

2. on my science officer, i completed the klingon front, but i cannt get heading out. im lvl 27. i cannt hail quinn for it

    As far as treasure trade station I would not totally restart the mission, this had happened to me abt 3 times. When the computer told me I had completed all objectives and do I want to depart to sector, just wait a few more seconds for the lag to catch up with you then depart.. don't click so quicky or the game will just think you left the mission... That is the best way I can explain it.
