I don't do ground STFs, but for the likes of Colony Invasion and Starbase Incursion, I like to run with an Operative Kit using a Pulsewave and Sniper Rifle (both antiproton). Using the Jem'Hadar armor and shield because I haven't bothered to get any ground rep gear. I also keep around a falchion and the close quarters combat kit in case borg show up in Starbase Incursion. For traits, I use Covert, Strike Team Specialist, and Lucky (playing a Joined Trill, so don't have access to some of the ground traits I'd like).
Here's what I use for ground combat on my Romulan right now.
Kit - Fire Team Mk X (waiting on my fleet to finish recruitment tier 3 to get the Mk XII kit from fleet embassy)
Armor - Advanced Fleet Targeting Armor Mk XII [ResAll]x2 [HP] [CrtH]
PS - Advanced Fleet Personal Shield Mk XII [Cap]x3 [Rev]
Weapons
Advanced Fleet Plasma Split Beam Rifle Mk XII [Dmg]x3 [KB3]
Nanite Disruptor Pulsewave Assault Mk XI [CrtD] [Dmg] [DoT3]

Ophidian Cane, Shard of Possibilities, Gambling Device, Prototype Bateret Sedative, Prototype Ketracel Stimulant, hypos and shield charges
Pulsewave Assault is probably the best damage damge you can use, especially with full buffs. Just remember that its best up close, so you can get max damage. I personally like split beam rifles with [KB3] for the knockdown proc. There have been times where I've vaporized multiple opponents at the same time at distance.
Since your tactical, you should definitely get the Omega Mk XII set from the Omega Rep system. The set has really nice bonuses and one of the best ground weapons in the game.
You can set up to throw a lot of grenades....that means getting the plasma grenades and stun grenades and etc powers.
Another way is to have the super fast firing character....that means you get things that help with targeting and weapon shot speed while you stay at a distance.
You mgith want to have two differing weapons....one with an exploit and one that does an expose....so you can swap between them as you fight.
Another way (which I am not good at personally but my bridge officers are) is the melee type...that means you use lunge and some melee attacks....since stealth has been altered to be kind of lamed....as in it doesn't let you do the actual hidden attacks anymore...that's something that is more or less a personal preference.....they messed up on a few kits and gave stealth with grenade abilities...which cancel each other out.....or basically make powers not usable....bridge officers use the powers fairly well though.
Power without Perception is Spiritually useless and therefore of no true value.
If your doing ground all you need is omega set, 3 melee doffs, and a sword. Also 3 purple security escort doffs for some missions is nice. Just remember to crouch.
