I've been trying to compare Roms to the other two "factions". I think it would be interesting to compile people's thoughts on the advantages and disadvantages to rolling romulan.
Pros:
Every ship has battle cloak
Singularity powers (Quantum Absorption in particular)
Ships/ cruisers seem to have higher hull hp and shield modifiers than their counterparts
Consoles- Some of their consoles are really powerful (Shield Absorptive Frequency Generator), also access to any other console available to ally
BOFFS- Really good boffs with some unique traits and stacking potential
Cons:
Singularity cores seem to lack compared to matter/anti-matter (maybe I'm wrong)
-40 to power levels, though I am told that this is really more like 17 at end game
Can't dismiss certain BOFFs?
Limited ship selection
I agree with your list. I'm at the point now with my Tac Reman where the limited ship selection is a problem. I can use the D'D, but don't want to on this alt, so I'm making do with my Mogai (my Sci Rom will get a lot of use out of the D'D, though).
Also, Tovan Khev is a great BOff, but I wish I could at least rename him. I saw him wondering away from my group yesterday while on Nimbus III and ran over to see what was "luring" him away. It turned out it was another player's version of Tovan, not mine.
Pros
Storyline BOFFs have some very powerful traits and trait combinations.
D'deridex Retrofit has one of the more powerful BOFF layouts for a cruiser (The cruiser with carrier style stations).
T'varo retrofit can fire torpedoes while cloaked.
New standard in storylines.

Fleet Ha'apax can't use the sep console (bug).
Female characters can't use Tal Shiar chest belt thing with Romulan symbol costume option.
My Romulan Liberated Borg character made it to Level 30 and beat the (old) Defense of New Romulus with the skill point bug.
it's not -40 to power anymore. they changed it with a patch a while back in which its now -5 per power level. meaning -20, not 40, and -5 to each powerlevel isnt that noticable.
i believe the only BOFF that cant be dismissed is Tovan Khev, and thats becasue he's actually tied to major parts of the story.

so, they went from -10 to -5, then back to -10? Okay, now that one confuses me.
It's called testing. The -5 changes coincided with a change to the romulan battle cloak cooldown (making it 40 seconds). People freaked, so the previous setup (-10 power levels, 20 second base cloak CD) was returned to.
I dont know if its just me or not my rom seems to be much more squishy on ground combat, space seems to do just fine, I do love the shield absorption module dont even run with reverse shield lol
Some of the Romulan missions are pretty badly balanced for a solo player, but otherwise I like them. I never noticed any issues w/ power levels. In fact, unlike all my Fed toons, I do not modify power levels at all on my Romulan. I do click the default balanced most of the time and a few times have used the Shield focused one.
My only real cons are lack of costume options. I dont necessarily want to wear fed uniforms, but the off-duty things should be available as should things like 'no undershirt' which was on Tribble at one point.

For anyone at 50, how much of an impact are the lower power levels and inferior(seemingly) warp cores having?
Now that both sides have the Leech it doesn't matter much, if you have the shield console off the Tier 3 Valdore Heavy Warbird, and the core from a replay of the last Elachi mission your power levels, speed and shield regen are huge on an attack focused ship with the core charged up.

How does romulan cruisers, say d'deridex refit, compare to something like the Bortas ? Assuming the dex is kitted out like you suggest. I enjoy massed beam arrays and have kind of held off leveling my rom the whole because of power concerns. I find beam arrays very power hungry. Thanks to the vets replying by the way, appreciate the insight.
D'deridex doesn't have the raw firepower of a Tactical Bortas(few ships do), but it does have battlecloak(thus better mobility and repeated decloaking-alpha-strikes) to make up for it.
Compared to the Command Bortas, it trades battlecloak for sensor analysis. They're relatively similiar, with the D'deridex coming out better overall thanks to being more flexible.

Klingons = Offensive specialists
Romulans = Opportunists

With appropriate skill and equipment selection coupled with ability usage: zero.

Mmm well once I learned to not be so reliant on my shields, no, it wasn't a problem. (Haakona/Mogai).
If you bought the legacy pack or the C-Store ships, it really doesn't make a big impact at all.
