the reason they change, is that the key binds are connected to the position of each item in the power tray from right to left, each position is assigned a number from key 1 to 0, then all positions on the next two rows are the same, plus either shift or alt. Since each ship has a different configuration, they will always change when switching ships. You can manually rearrange powers in the tray by right clicking them and dragging the powers to a different spot, which changes what number is assigned to each one, additional powers may be found by bringing up the power list, which I think is the P key, then you can drag them onto the tray. In space, you do not have to assign your weapons powers to keys, or positions on your power tray either, all weapon powers can be found on your weapons tray, regardless of their power tray assignment, If you need a key to activate them, all weapons facing the target can be fired by tapping the space key. Alternatively, you can set each of your weapons to autofire by right clicking their icon in the weapons tray. If this is done, all weapons set as such will fire continuously after you activate any of the weapons you have set to autofire, and will only cease firing if the target is unselected or destroyed.

Keep in mind this includes if the target cloaks or is destroyed. When destroyed your ship will may automatically target the next enemy, but you still need to tell it to actually start firing despite auto-firing being turned on. In the heat of combat I keep forgetting this and wonder why my weapons stopped firing when auto-firing is still on.
