  Make sure you have all of your allied pirate ships in the mission bubble with you

  Ok I finally found a solution to this bug. The reason that the encounter with Hasan is not triggering is because you are either to high or to low in space to trigger it.
  
  To get it to trigger get your ship to the space station that is in the encounter and make sure you are at the same height as it.
  
  Then go back to the trigger area and you should get the pop up to hail Hasan.
