I Was in game yesterday when I wanted to train my boff in a commander lvl engineering power so I went to the exchange to find some boffs from romulan faction and they were wildly over priced (millions of ec) so I took to my ally faction and found an appropriate boff bought him and found I was unable to train my existing boff with my allies boff, I'm hoping this is bug and not a designed in mechanic because that would frankly bring down the romulan experience imo.
Based on the fact they explicitly added the ability to train Allied BOffs via your captain during the beta testing, I'd say that the lack of allied BOffs being able to train is just an oversight or bug.
Actually you can, I have been able to train Veril (the reman girl) in Reverse shield polarity 3 using a starfleet officer from exchange. First however I had to have a starfleet officer in my crew. The officer has to be the same class as the one you want to use as "donor" for sill training, in my case it was an enigner.
SO if you have 2 matching faction and class boffs, one as an active and second as inacitve, you can use the inactive one to train the skill to any of your romulan boffs. Clearly a bug.
