how can you get torpedo spread 3 for federation character?

    And once you get that JemHadar Boff Candidate can you use it to train Torpedo Spread 3 to one of your existing Boffs?

    I managed to get a Vulcan with TS3 from the BOff recruitment DOff assignment.

    Fairly rare though, the Jem'Hadar mission reward is probably the easiest way.

    Apparently you can also get someone to train your Boff for you. Though, not sure how its done.

    Torp Spread 3 cant be trained by a player, you have to buy a BOFF with the skill and either keep him or let him train your other BOFF.

    Same for Transfer Shield Strength 3, and a couple of others.

    yes. nough said, ts3 can also got as rare drop from doff missions
