Skills set

I'm unable to set my crew skills or set my romulan skills. I currently have a "invalid Skill" status sending me to respec. When I respec and set the skills, they all reset back to the original settings after 2 to 4 seconds and I can not get past this state. I do not want to delete this character and restart at level 1 again.

    I also have this problem some one said it was because i had liberated borg toon
