foundry slots taken away

  It's entirely possible that this has something to do with the fact that the Foundry is currently disabled.

  During major updates, they turn the Foundry off so people's Foundry projects don't get bugged.
  
  When it passes bug checks, they first turn on the published missions, then later the editor.

  they're doing a republish of all the missions right now. there's also some sort of automated validation process as part of that
