Romulan storyline in the FED/KDF arc. Mission rewards a Retro cruiser to the KDF, and a Ambassador class cruiser to the Fed players. That might be the free ship mission you are thinking of.
You get it at lvl 25, if you are an engineer flying a beam boat and only have the free from lvl 20 then it is worth getting. science or tactical gets somewhat shafted because the ship isnt good for them if they want to use the ships made for their class. I have 2 engis and donly used it on my fed one. my other 2 characters havnt even unboxed it and waste a ship slot on a ship I dont really want or need.

I think it would be a great idea if the developers update us on the exact cause as to why there is a queue.
Is it due to
Seasonal spike in capacity due to new releases
Server down / maintenance resulting in overcapacity
And what action is being taken to alleviate the issue.
Not having a reason leads to speculation, which doesn't really answer the question. IMHO, having a queue of 20,000 is unacceptable. ( those who are yelling at me to shut up and wait patiently, i have my window maximised without borders, so i can do other stuff other than wait. )
Which brings me down to a a conspiracy
There is an Lifetime sale going on.
LOR was released
All of a sudden, we have queues jumping to 20,000. ( its good if we don't get DCed after we joined in but nooooooooooooo. Its times like this where i'm very tempted to disregard the rules and look for a bot, which will twitch once in a while, so i can login, sleep and
when i wake up / finish doing something, i'm still in a game. lol )
It is then reasonable to assume that the queue system is in place to encourage non subscribers, into purchasing a subscription, in order to practically play the game. The subscription price was reduced specifically for this purpose.
If the queue system was already in place for 0 day situations, then the developers ought to know what to expect and to take reasonable precautions for contingency load spikes such as this. Having a queue is bad enough
Having a 20,000 queue is worse
Paying to play the game ( and its not cheap to boot ), and being given the privilege to stand in the queue is priceless.
Games that converted to an F2P nature usually experience a higher influx of subscribers, which translates to a higher probability of people doing microtransactions, which = more money in the long run. It also helps that the game is packed so as to make the subscribers feel not so lonely ( though at its current state, i'd bet that most will just want less people to play... )
Also, why should there be discrimination against F2Pers? They are willing to give the game a go, and should be considered potential customers after all. Discriminating against them as a probable cause for overloading the servers is plain discrimination. Get to the root cause of the problem and let the developers know that they should take action to reduce long queues aka server load, whether such load was intentional or not.
I was considering the LTS but sure as heck will not pay the price of 4 games, just to be given the privilege of standing in line, no matter what priority queue assurances i have been given. There ought to be a SLA somewhere to guarantee uptime, else STO turn into a P2W game ( Pay 2 Wait ). heck. Even if its a $20/y LTS, the 20,000 queue certainly does not justify the payment..
From a very patient someone, who is typing this while he waits, and got disconned due to server maintenance after 3h of waiting.. lol

YES! That is the one I was thinking of! It rewards the free KDF ship, and the Enterpise C to the fed players.
Fortunately, I already have the Ambassador from "Temporal Ambassador", so won't miss out thanks to the queues.

Examples include SWKOTOR and Everquest, both of whom are rethinking F2P restrictions
