cstore lockbox key issue

anyone else having a problem buying lockbox keys?

    I'm having issues trying to open the Lock boxs on my Reman alt. I get the Error message I don't meet the qualifications.

    I've found that in order to use the lock boxes on your Romulan/Reman you have to wait until you choose an allegiance. Until you choose, your 'faction' status is kind of in limbo--similar to how you can team with someone else below level 10, but not someone that has allied with KDF/UFP.
