setting power levels can go below minimum

Noticed i'm now able to set power levels to 15 (slider, not the actual power). Can do this on any toon.

    This is for warbird pilots to be able to set their power levels properly; if it remained at the minimum of 25, the most a warbird would be able to set any level to is 85 (with the other three sliders at 25).

    Dunno if it was intended to apply to everyone, but since the patch notes didn't say it was for warbirds specifically, I assumed it was either that they were giving the extra flexibility to everyone, or that they couldn't change the max/min on a per-ship basis. Either way, I'm okay with this change, it gives us just that much more flexibility in setting power levels.
