I am a lifetime member. I am wondering if I should look at this legacy pack and consider it. First, as lifers, do get access to anything at all contained in this legacy pack? And second, if not, I will just weigh my options on getting this pack.
Lifetimers get very little* from this pack, for the most part it's a mega-bundle with the new Romulan stuff at a discounted price compared the the cost of buying them all separately from the C-Store. There are a few unique items there like titles and I think the doffs that wont be purchasable from the C-Store.
*600 Vet reward covers some lvl 50 ships that you can choose one of to claim when you hit max level.
You can use your 600 day veteran reward token to get one free T5 vice admiral ship per character.

Sometimes, if you want to bury the hatchet with a Klingon, it has to be in his skull. - Captain K'Tar of the USS Danu about J'mpok.
Even for lifetimers, the pack provides a FSM discount for fleet ships, which you do not get with 600-day token.
Yeah, but is it worth it? How many fleet ships do you actually want?

I have over a dozen toons on one account, you be the judge if the FSM discount is worth it for myself as a LTS. I already bought the Legacy Pack about a month ago, they just added one more VA ship so now the base of the pack is already worth $125 (5x $25 per VA ship).

LTS, here since...when did this game launch again?
i actually do not think the pack is worth the money, because if you play only one Romulan toon, you can just as good buy the better - fleet ships for 4 FSM and some fleet credits.
would this expansion feature Cardies or Ferengi, i would not buy such a pack.
i have 4 empty toon slots now, so i suppose i will use the pack as a whole.
but as a Romulan fan i just HAD to buy it. plus there are unique items like the Nemesis uniform, the titles, the DOFF's .. they also added the TOS uniform pack which would cost me at least 500 Zen.
not to forget the consoles. some of them may be sweet. we'll see.
Lifers get the Liberated Borg Romulan, and some vet rewards, including eventually a Romulan variant of the 1000-day ship and the one-use VA token. So the Legacy pack stands almost completely apart from the Lifetime subscription.
It's not for me, but if you plan to shift a lot of focus to playing as Romulan, and you're bound to buy most of those ships anyway, it's pretty good value for your money compared to the C-store route. And it has a few extras that won't be in the C-store, I suppose.
If you're gonna play the Roman Republic then yes it's worth it.
Like the Romulan Alliance System? Of course you do, it sounds fine to you because you aren't Romulans, you're FED or KDF who are going to make a Romulan alt, it makes a HUGE difference in perspective.

I think I have five fleet ships on my Tac main. I bounce between ships a lot.
