  The D'deridex Warbird flys and fights exactly like intended its battle cruiser so yes its engineering oriented.

  Every other battle cruiser [Excepting the Bortas, which is more of a dreadnought] has a turn rate upwards of 9, and more power available so they can hit harder, have better shield resistance & regeneration, manuever better and heal better.
  
  I don't think it's a fair characterization to say it flies like a battle cruiser. Labelling it a battle cruiser is seriously misleading. Drifting hulk is about accurate a descriptor. It's really about midway in between. Battle Sloth?

  Not true most cruisers/battle cruisers have a turn rate of 7

  Cruiser average is around 7. That's not the same thing as a battle cruiser. If it was, there wouldn't be the 'battle' qualifier.

  Its a 5.5 base which is worse then some carriers.
  There is no reason for it not to be a 7 or even 8.
