I reported this bug on 4/30/13 and it seems its still not fixed so i am reporting it again
When i go into the talor and select "Formal Wear" The Toons Top part of the body and the arms are missing
Talor:
Formal Wear Fed Side:
The Toons Top part of the body and the arms are missing

This is after the 5/10/13 Patch

No you got it right, thats the point. I'll add the same thing is happening with off duty uniforms.
