Its really nice to see some depth of field being used but its overly used because it blurs everything even your character. It would be better if it was for distance only instead of near you. Tho i think this particular area is just buggy in general.
I have the same problem, and it just seems to be on that particular map -- at least so far, but I haven't seen everything yet (obviously).

I'm running an AMD A10-5800K APU with AMD Radeon HD 7660D + 6670 Dual Graphics. The discreet video card (an Asus EAH6670/DIS/1GD5) has 1GB of GDDR5 RAM. The APU 7660D video chip has 256MB of dedicated RAM. Video memory limit in options is set to "Auto" (although, I don't think that's a factor here, since this seems to be a shader issue rather than a texture issue). The problem exists under both DX9 and DX11.
Edit: Forgot to mention that I was using AMD Catalyst 13.3 Beta 2 drivers when I first noticed this. I've since upgraded to the 13.4 WHQL drivers and the problem persists.
Turning off "Cinematic Focus (depth of field)" on the video options panel removes the blur from that map, but it also removes the DOF effect from cutscenes. /DOF 0/1 has the same effect as turning it off/on in options.
After one of the recent patches (May 7th, I think), the DOF blur is gone from the main deck of the flotilla (it wasn't present on the admin deck, previously), but still exists on all decks of my own ship's interior.
