It's still there on the website under Personnel/Companions.
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.
You are only allowed one tribble of borg per account
This is correct, and this is an ongoing issue that's been present since the game went free to play.
You'd honestly think that Cryptic would see the number of threads that have people saying "I want to give you my money, but your store won't let me!" and hurry up with fixing this one.
You can buy one per account from the C-Store, any others you want have to be picked up from the Exchange.

Well...I...I have no words do adequately describe just dim that is.
It's pretty clearly a bug with mishandled implementation when the game went free to play, since that's when it cropped up. There have been threads on the forums about it on and off since then, but it never seems to catch any official attention... which is weird, since they're actively losing money on this one.
