What does it take to make a Foundry Mission on a free account?

I have a free character slot.

I have 10k dilithium.

I want to make a foundry mission.

I spend 10k dilithium on a "starter pack" for the foundry under the "buy foundry project slots" button at the bottom of the character creation screen.

I cannot make one.

WTF?!

I cannot make a new character for create content. I wasted 10k dil? Seriously?

Can someone help me?

    foundry characters are separate from the normal create a character screen. You should see a "create content button" at the top of your character creation screen. Click on that and that will get you to the next page.

    I click on the create content button and it is all grayed out hence why I said I cannot make a foundry project. It says I need 10k dil. which I already spent. Now that I spent it I obviously don't have 10k anymore. Furthermore I cannot click NEW FED or NEW KILNG in the create content screen.

    You probably have to buy both a Foundry testing toon and the project slots. It's confusing. Even many of us veterans have trouble answering the question of how does a silver make a Foundry project.

    It's dumb.

    I'm a siver player and I was able to get into the foundry just fine when I bought the access.

    Logging off and on and off and on and off and on and off a few more times EVENTUALLY something knocked loose in the server and allowed me access to create a character for the foundry.

    Now I have other questions but I will post those in the appropriate place. Thanks for everyone suggestions.
