Over the weekend, i took advantage of a large fleets offer for "paid" access to their T5 fleet store goodies. Being a member of a small fleet, we are far away from any of the higher tier stuff.
While I was a member of the larger fleet I enjoyed chatting with many fleet members and soon discovered the dark side of larger fleet membership. Most did not have not enough fleet credits to be able to buy stuff from all of the unlocked vendor levels. While I visited the large fleet with almost 800K fleet credits, I noticed a good portion of the fleet roster was below 100k fleet credits.
If you're part of a huge fleet, you will have "access" to everything unlocked but maybe not enough fleet credits to buy much. If you're part of a small fleet, you can earn tons of fleet credits but nothing is unlocked. Interesting paradox.
Yes, there is a well-known trade-off between small fleets and large fleets.
In small fleets, it's easy to get fleet credits due to less competition among contributors. However, progress is usually stunted and you'll be behind the curve for the best gear.
In large fleets, progressing is easy because there are usually hundreds of members and double-digit amount online at any given time. They will likely finish their fleet holdings months or even years before other fleets. However, it is more difficult to obtain fleet credits due to increased competition among projects -- especially with the easier parts of each project paid off very quickly.
There are of course work-arounds for both of these issues:
1) Small fleets can get access to the stores from large fleets. My fleet and several others offers such access for a reasonable amount.
2) Large fleets can run special projects to generate more fleet credits. My Federation fleet for example is at 500 people and we try to keep these running 24/7.
If Cryptic implements the Fleet Alliance system it will mean that smaller Fleets will gain access to a larger Fleet's store. This will give members in larger Fleets the chance to shift into a smaller Fleet and earn credits there while still benefiting from the T5 store. That will be a boon to everyone.
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.
Please don't pay any fleet a fee for using their store. The PublicService channel was set up for these kinds of things specifically. There is always people on there doing Tuffli and Starbase invites, free of charge.
Not sure you're talking about the same thing. Fleets have to pay for their provisions of the stores they have. Unless some big fleet is just being charitable (has more provision 'points' than they'll ever use), not sure why some fleet would sanction such access if they have fleet members wanting access.
But if it's some lone fleetie w/ access looking to make a few fast EC, I could see that.

There is a somewhat well known "feature" when dealing with starbases/embassies. Thake the following scenario as an example; Player A is in a Tier II fleet and player B is in a Tier V fleet. Player B sends player A a starbase invite and player A can buy any non-ship Tier V item using his own Tier II fleet's provisions. When going to a starbase map, the game doesn't have anything that blocks players from buying fleet gear. It doesn't check to see if the player's real fleet meets the Tier requirements.
Yes, it did. Provisions are held as fleet assets, not individual, and provision costs aren't displayed in the vendor window, but they're still deducted.

That is a rather interesting observation. Especially considering that in Large Fleets the thing you generally have to have in order to get Creds is Dilithium in HUGE supply whereas in small fleets you can spend all manner of things to get Creds.

There need to be projects that require a lot more fleet marks and expertise. I'm in a large fleet, and when a new project gets put up these things are filled up literally within seconds. It's absurd.
I have always noticed that even with me being the primary contributor of my two fleets, I always seem to have too many Fleet Marks and not enough projects to contribute to. And this is with me tossing as many as my fleet marks in as I can.
The projects need to be tweaked a little. The biggest problem I have is that neither of my contributors have enough duty officers or dilithium to run through these projects quickly. Even with those side projects designed to ensure a large pool of Fleet Credits, there aren't enough of these projects to go around.
What needs to happen is the following:
1) The Special assignments track needs to be split in two, with all these projects for making a starbase spiffy and all crowding out the other projects such as Advanced Multidisciplinary Research, these projects are the easiest to contribute to. Also consider allowing use of a project solely running on Fleet Marks, like maybe 5000 of them?
2) Also consider increasing the rewards for said "special projects" from a measly 5 Exp in all three tiers to maybe 50? This will motivate greater use of said projects especially in higher tiers.
