New Romulus Tailor, out for lunch?

Went to change my uniform after a long set of missions (lack of dry-cleaning onboard ship, no bueno) and apparently the tailor at the NRCC is out to lunch? (even though an icon on the map identifies the position)

    The tailor is (was?) actually hiding in the wall.
