In an interview with the lead designer a few months ago it was revealed that at least the Fleet Guramba is designed and ready to go. He asked the interviewer(!!) if it was released or not, he didn't know, because he couldn't keep track of all the ships he said.
My guess is that most of these ships already have their fleet versions done and now they are just sitting there waiting for them to release them. My hope is that they will be released with the romulan update, if not it's time to make some real noise because I've been waiting for the Fleet Guramba and Kar'Fi for forever now it seems.
After flying the fleet corsair around a bunch I'm getting urges for a fleet marauder. But going back to 9 consoles and less shields and turn rate isn't nice doing.
You forgot the Ch'Tang Bird of Prey, which is only available at Captain level and really needs to be available at T5. That skin is just cool as hell.
The Ch'Tang is a magnificent beast; my sole complaint with that bird is that the wings are at too low of an angle for my tastes. Even when they're up, they look down to me. That said, if it was available on a T5 ship I'm sure I'd find a way to make it work.

Adding every single ship as a fleet ship would be a complicated process, how would you make them different from one another?
Then don't. Make them different ships simply for cosmetic purposes - I distinctly remember hearing about how some ship models are incompatible with others for customization, so this would be an excuse for having identical stats. :P

I would like to see the BOP wing angles be customizable within a certain limit. Say -30, 0, and +30 degrees.
I wasn't really talking about looks, I meant more along the lines of stats.
The KDF could use some more outside of the box ships like the Vesta and the Kumari.
All of the Escort like ships are practically the same, The Raptors, the Guramba, the Scourge are all kinda the same...the only things that set them apart are slight stats and some different ensign slots.

Fleet Tor'kaht is pretty close to that. 4tac/2sci/4eng same as the Fleet Assault Cruiser, and a swap of the Lt. and Ensign BOff spots compared to the FAC. Less HP to make up for the Tor'kaht having cloak, ability to take cannons, and the base 10 turn (fair trade I say).
Fleet ships don't come with consoles (special or otherwise).

If you're going dual A2B, there's the option of EPtS1, A2B1, A2B2, RSP3 in the commander and ET1 in the Ensign. Though, it takes tracking down a BOff with RSP3 to train whichever commander BOff you're using.
I've also seen people use the Lt Uni as Engineering in such builds, if you need DEM in addition to RSP. So long as you have armor consoles fitted the plasma burn shouldn't be a huge issue with a nice thick hulled vessel like the Tor'Kaht so HE might be worth sacrificing, and if you have APO you can usually get by without PH.
I'd like Fleet varients of the two lower-tier Gorn ships that have some stats capable of living up to the Fed Science ships.... just saying....

The Orion NPCs look nice - nicer than their playable counterparts, I might add.

Fed-side already has significant redundancy in their fleet ship stats (see things like the Fleet versions of the T2 ships).
Most fleet ships are tier 5 with a few peppered in here and there, some of them have similarities but none of them are copies of each other.
KDF is following the same pattern as Feds, tier 5 ships with a single from a lower tier brought up (Excepts the case of raiders with the Hoh'SuS)
KDF doesn't need every ship made into a fleet ship what it needs is new ships.
