PvP Territory System.

Would it ever be possible to have a Dynamic PvP territory progression system similar to a Hydra system?

Something simple and effective but still very interesting that only requires a rudimentary victory system.

Have it laid out like a normal Trek map, have the fights start at the border.

the victory system would work as such.

A Team has 30 Victories, and B Team has 31 Victories, it would claim Team B as the victor and claiming all territories under control of team B's faction.

this would be done as such, each battle is one out of ten, thirty fights are needed to complete one battle, and you need a specific number of battle victories to win the territory, each ammount is dependant on the territory itself.

It would also have specific territories of which fleets are "to be assigned to" these fleet maps are dependant on how many active members there are (active is designated upon if they log in within a week). and each fleet is able to keep and maintain with resources.

when Fleets are given these territories they are able to work on new projects for up to three different territories in the form of outposts.

Outpost systems would work as followed.

First- Outpost Construction, fleets can make up to three outposts which can be made en-mass in projects, they are expensive but stackable items.

Second- Outpost Re-Location, this allows you to choose where you set up your outposts, they are then placed in certain territories upon discression which give a tactical experience.

Third-Defense Laying, you are then given the oprotunity to supply your outposts with provisions and resources, fleets would also be allowed to produce defensive structures scaling in teirs, they are produced in the same way the outposts are. each outpost placed territories have ten to twenty defensive slots, these defensive slots allow for either multiple low teir defenses or a few high tier defenses.

Fourth-NPC Fleet, This would allow fleets to utilize their fleet shipyards to deploy NPC fleets in non outpost territories. they would cost a few resources, mainly replicator based provisions such as warp coils, shield generators and more, even basic ship devices like standard shields/engines/deflectors/warp cores, etc.

every Territory system, Fleet and Faction, will have supply lines, mines, and trade stations as well as Ferengi entrepreneur's eager to strike a deal, or marauders eager to get some cargo. The more Resources each Fleet/Faction obtains through this supply network either buffs you on your territory or debuffs you.

these maps for territories might be able to come through a modified form of the genesis engine.

This can also one day give birth to the "Civilian Faction" something of which allows for a new in game player driven economy through said dealings with the Civilian Faction, it is also to be noted that the civilian faction would include damn near every ship and currently unplayable race and their ships. so it would be ways off but it would be a start.

thoughts?

***EDIT***

the map to these territories is UI only, there is no way to travel to it.
that way we can eventually ad it to the soon to be STO App so you can see your fleet's progress, and so it can be massive without taking any space in sto itself.

Geko said the first stop is to change PvP from its current system. Territory Control is several steps past changing PvP. They want to do it, but PvP Control and PvE Control, but it's probably 2-3 Seasons away, at best.
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.

Indeed. I've opened a thread about the possibility of territory control/open sector PvP along with several other suggestions several months back. It didn't gain much popularity though. However, what thecosmic1 said is correct. They need to re-balance the small scale PvP at its current state before they do something PvP related on a larger scale.

I can see a small team being able to build the rudimentary system into this. and with the eventual universal conversion of the reputation system, it can be implemented without much problem.
