Disappearing BOFF abilities

Since creating a Romulan character I have had an issue with my BOFF abilities disappearing from the power tray whenever I transition to a new map. Whether it's transitioning to a new sector map, returning to ship after ground mission, transitioning from system space to sector space. Here is what happens:

Sitting in Regulas Sector Block. All BOFF abilities in the tray:

Getting ready to transition to Alpha Centauri Sector Block:

Transitioned to Alpha Centauri. No BOFF abilities in tray:

As I said, this happens EVERY time there is a transition to a new map. And has happened with every ship I have used.

    It's not just on Romulan characters, it has happened on every one of my toons on tribble. Every time I go through a load screen during map transition I have a 50% chance of having my Boff abilities cleared. While this is annoying to the extreme I have been able to work around it by reassigning my Boffs to their stations.

    Thank heavens for Battle Cloak, it's been at least a dozen times now I've gone into battle without noticing my Boffs off on a coffee break. I'm gonna courtmartial the lot of em for dereliction of duty.
    If something is not broken, don't fix it, if it is broken, don't leave it broken.
    Oh Hell NO to ARC
