I would suggest a slight tweaking of the system:
Captain (31-40)
Veteran/Experienced/Decorated Captain (41-44)
Rear Admiral, Lower Half (45-49)
Rear Admiral, Upper Half (50-54)
Vice Admiral (55-59)
Fleet Admiral (60)
Gear: the system stays as it currently is (i.e. up to level 12 gear), though now:
VII/VIII starts at 31 but now lasts till 44
IX starts at level 45
X/XI starts at level 50
XII is unlocked at level 56.
Skill tree: this gets stretched to now finish at level 55. Fleet mode (senior bridge officers taking command of your previous ships) gets added to level 60.
Level Rewards: These get stretched to now finish at level 55.
Reputation System:This remains unchanged, i.e. unlocks at level 50.
Although this adds another 10 ranks, this doesn't require any new gear/gear levels, no more rewards, and adds the Fleet Admiral rank (and power) without over powering anything.

I would say we need to ditch the weird idea that we are part of Starfleet to begin with (considering how many of us do not fly Starfleet ships or wear proper uniform etc...) and just get proper Freelance titles that would prevent there being so many Admirals running around who feel it is beneath their station to perform various tasks.
I too would like to see the rank titles ditched. It could instead be attached to accolades that unlock the titles. All NPC's should refer to us as Captain. That said, IF the rank structure were to be revamped. 1-60 , IMHO, should be more like this:
I know the rank of Commodore has been phased out much like it has in the US Navy but, Starfleet Command does reserve the right to reinstate the rank as they see fit. It seems to me that the rank of Commodore in STO would fit better than Rear Admiral. We are in command of (technically) several ships, not a desk jockey.
If there is as an expansion that adds the ability to command a squadron then I would start using Admiral.

Of course, further promotions to flag officers could always come with a Starfleet/KDF reputation system and add tokens to the storyline missions that you use for your rank up projects. We don't always need some shiny new borderline OP gear from a rep system.

We need more Admiral type content. Make a Rear Admiral and Vice Admiral actually mean something. Each Admiral rank should open up more Admiral content. For example, Rear Admirals can send out one ship to do missions and one ship to help them in combat, but a Vice Admiral can send out two ships to do missions and two ships to help them in combat.

What possible reason would there be for extending the level cap all the way up to 80 or 90? We barely have enough content as it is for the 50 levels we have now, even just up to 60 doesn't seem good unless cryptic can come up with some really good stuff for it. And by "really good stuff" I don't mean more 1337 itamz but some actual story content, more missions.

Personaly I see no reason at all, more of a sarcastic suggestion for all the people harping over there being so many vice admirals in the game when theres really more important things that the developers could be focusing on. But if in the future, they crank out enough content to make it viable than sure, why not.

We rarely see the Commodore anymore. I think there is only one in game.
Maybe they can assign the Comm. to a starbase for levels 41-50. You repel enemy attacks, AND have some space missions, where you use your T4 ship.
From what I've seen as far as people who keep bringing up this topic is that they want STO to be an elitist game where only a select few are allowed to be admirals with the excuss that theres too many admirals on the game. Reminds me of a game I seen once where the highest rank and all the benefits of it was reserved only for the first five people to achieve that rank. For that matter look at the story missions, you have a few hundred people all doing the same missions, should we only allow 1 person on the game to do them? This isn't a single player console game, it's a massive multiplayer online game, so yes there can be as many admirals as the game can hold, if anyone doesn't like it, they can probably browse ebay or something and find a single player star trek pc game to play.

This is an interesting idea considering there is already one mission on DS9 where you have to in a sense repel borders when the station is attacked by the lost Jem'Hadar fleet and you have to get the Ambassadors to safety.
So it would be good to see other missions like this considering Starfleet is at war with the Klingons plus they could expand the Elatchi from Legacy of Romulus, into the Starfleet and Klingon sections and have them attack different starbases which you have to defend both out in space and inside.
They could even have you commanding a starbase at VAdm rank and have you defending the starbase by assigning Security, Engineering and Medical teams to different sections aswell as leading said teams via one of you Boffs.

The rank of commodore was used by Starfleet until at least the year 2364. In 2366, Geordi La Forge insulted Centurion Bochra by calling him commodore, to which Bochra promptly corrected La Forge as to his proper title. (TNG: "Conspiracy", TNG: "The Enemy")
