    It is currently being tested on Tribble, by invitation only.
    STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.

    Not all of it is invite only. Right now that's just the first 20 levels of Romulan content. You can transfer a Klingon character and play several of their new missions, the Tholian rep is partially testable, and the UI and system changes are available to everyone with tribble access.

    As the OP was asking about LoR I was just trying to point out that LoR is invitation only.

    Right what thecosmic1 said, and I can wait until it's ready before I play. :D Besides I am beta testing Marvel heros, and that will be to much testing in one month. lol

    so... do they just randomly send out invites?

    They seem to have invited some people who regularly test on Tribble, but the rest are just random - which is often the case for Beta Tests.

    From what I gather it's not purely random.
    Supposedly people who have been noted in the past to have participated in testing had a higher chance to get an invite.
