You need to talk to one of the Romulan Civilians by the Paehhos Crater transporter. He'll give you a mission called "New Romulus: Overgrown Caves", which you need to accept in order to enter the caves. The console for "Web Access" is in the last room.

Don't feel bad, he's pretty tough.
The key is luring him toward the respawn point. That way he won't automatically regenerate all his health when you respawn.

lil advice take out the guards of the boss first place your officers inside the corrido shoot the smaller guys they charge as a group so long you leave the boss he stays put. ok after that just you and boss place your officers around the room one to a corner spaced apart dont go too near the boss yet just space them out. now shoot run into the corrido/cave hall he'll follow when in range your officers will shoot i used maco battle rifles and omega auto carbines on them run back in shooting keep on the move around him play with him you can kill him without dying once or having a single dead bridge officer but of course not everyone has xii and xi sets on bridge officers so try to use some science ones using heals with rifles easily keep healing each other and you and there selfs

Try to flank him, I guess. When one of your boffs goes down, let the others aggro the Captain while you heal them.

Lure him back to respawn point was a very good tip, i got him beaten in the first try - after getting beaten eleven times and going for this forum
Also helpful was to change my kit, i was so used to my fabrication kit, but using many enemy debuffs was MUCh better. So, have a look at your kits and BOFF powers, one migthy boss needs many debuffs, Hmm, quite a noob insight i just found
