Anyone else having issues with unlocking The Romulan Faction?

I have a captain I started on Tribble, and got him to level 25, and I don't know if I'm suppose to complete a certain mission or what, but The Romulan faction didn't unlock for me. Does anyone know why?
I don't take sides, I work angles. More choices that way.

    its only accessible for people who got the Beta invite in the email for now..and there is no level restrction
