I have max power on weapons, rest on engines.
First question: Why chroniton torps? Why not something with more bite, like quantums?
Let's talk escort build. Here is a great place to start with ship builds:

Even if you don't PvP, you will find that following the examples of these ships will increase your performance significantly.
Now, let's talk about the Andorian Escort. It's great. You have 5 forward weapons with the firepower to destroy most if not all foes in about 3 seconds or less. Why are you using the wing cannons? I know, they look cool and all, but they aren't that useful without the consoles to support them. Since you aren't running any of the consoles, drop the wing cannons and get a 4th Dual heavy. Make sure you time your attacks correctly with your torpedos. Use the 4 cannons to shred shields, and then hit the hull directly with your torps. This takes practice to get the timing down, but it's very effective once you have the hang of it.
All your consoles look fine, except maybe the subspace jump. If you don't PvP, there's honestly no reason to have it, and even in PvP it's not highly used unless it is a special build. You are in an escort, and you can always keep your guns on your target. But don't feel like you have to get rid of it. It's a fun console to use, and after all, this game is about fun.
Your bridge officers:
If you are looking for better spike damage, Omega 3 + Rapid Fire 2 is your best bet. Since you are an Engineer, you don't have Attack Pattern Alpha. So you want to squeeze as much damage out as you can. The Omega 3 will enhance both your cannons and your torps. If you PvE, AP Beta is fine, since NPCs don't use TT.
Try this setup:
Cmd Tac: TT1, APB1, HY3, APO3
Ltc Tac: TS1, CSV1, CRF2
Other boffs look fine. If you find your shields go down too quickly, swap out PH1 with TSS1. Pop an Aux battery when you use TSS or HE and enjoy the extra regen and resist.
Doffs are fine.
Make sure you are overcapping your weapons power. You are an engineer, so power is your specialty.
I see you have Advanced Fleet Shields. If you can, get the Elite Fleet Shields. The stacking resists they give are great.
This should give you a firm build that makes all those nasty borg run in fear when they see you.

I want my escort to be built for PVP.
Subspace jump is good because when u face opponent from 10 km u fire normal shots so he immediately turns TT on, which consequently weakens his rear shield to red stripe. I teleport 3 km behind him, turn on beta + RP III, HY III and shoot him at his rear where the shields are now thin.
Chroniton to reduce his speed + turn, otherwise would use photon for higher dps.
4th dual heavy is prolly a good idea since it seems that in CRF my wing cannon disperses its damage to smaller damage instead of rapidly firing its 1k + phaser damage.
Regarding elite shields, I don't have access to them since we are lvl 3.
I am interested purely in pvp.
Still, APO3 + RF2 is your best bet for cannon damage. The numbers prove it. For torps, APO3 and HY3 or TS3 (mileage may vary, depending on who you talk to...TS3 is very good and great for spam. My klink uses HY3 though, so it depends on what you want.)
I noticed that you are setup with both RF and SV, and HY and TS. Perhaps you could consider adjusting your boffs and having one on standby, depending on the situation. For example: If there is a lot of spam and it's hurting your teamwork, switch to the officer with TS and SV. If the spam is minimal and your team is laughing it off, do a high powered single target attack mode with HY and RF. You open up your ship for a little bit of flexibility by simply changing out one tac officer. Make sense?
Here is what I run tac boff-wise, to give you a reference:
Khyzon
Cmd Tac: TT1, Delta1, Omega1, Omega3
Lt Cmd Tac: TT1, RF1, RF2
(Backup Lt Cmd Tac: TT1, SV1, SV2)
Notice, I don't use torps. I'm not spec'd at all into them on this guy. With other characters, though, I do use them. So that's a personal choice.
I don't have AP doffs, so I run 2 Omegas. Keeps you out of tractors and keeps your ship moving and turning like an escort. Delta is better than Beta, IMO, because it gives the same damage bonus as Beta, but also gives you or your teammate a resist bonus. It's throwable, unlike Beta. And when TT kicks in on the enemy side, you still get the benefit of extra resist.
If you like using Jump, try adding on a tractor. You can time your jump to be right when someone's Omega or PH goes off and tractor them, make their defense go poof, and fire away.
Your Andorian Dual Heavy Cannons...they look cool with the blue phasers, and they are good for PvE. You would be better off getting some DHCs with Accx3 or Accx2 + critD or critH. Get a couple rommy boffs for critH bonus if you can.
Just some things to consider
Second, All those cannons have either one ACC mod or non eat all. Accuracy is king in PVP, what's the point of big guns if you can't hit the target? You couldn't scratch his shields because you missed most of your shots
