Well that's true now. It's not how it should work. If the crew system worked correctly the OP's idea might help make Cruisers and Sci ships a bit more powerful.
But the crew system doesn't work like that. And isn't likely to work like that. I've read dozens of ideas on how to use crew from players that you can tell lack any idea of how crew is functioning in the game right now. Yeah, cruisers and carriers have large crew stats. But that's a bad thing for them and has been a bad thing for them since 2010.
Luckily Crew doesn't affect the game play much at all. And that's how it should stay. There's other way to tinker with cruisers to make them more effective in STO.
Let crew stay as it is. Essentially a number that flashes on the screen but does mostly nothing.
