Please could you stop Feedback Pulse and Transfer Shield Strength sharing the same cool down.
I am not sure why the share the same cool down, but off the top of my head it is very strange that a defence / Offense power should share a cool down with a heal power.

The reason the cooldowns are shared is because Feedback pulse is a "heal" in a way. It functions exactly like reverse shield polarity. However, instead of healing your shields the damage gets reflected back at the damage dealer. Transfer Shield Strength III with Feedback Pulse III would make a science vessel almost invincible if they also cycled Reverse Shield Polarity I and Feedback Pulse II/Transfer Shield Strength II.

FBP reflects a percentage damage but doesn't negate any of it, say you get hit by a weapon that does 1,000 damage, and your FBP reflects .5, you'll still take 1,000 damage and the attacker will take 500.
It can be seen as a defensive power as most high-damage dealers (in PvP, like escorts) will break off of a target throwing their own alphas at them, otherwise it doesn't actually give you any defensive advantage and is actually quite useless in PvE (as is the case with most science powers, if its good in one area its usually worthless in the other).
Honestly I support slashing the cool-downs, it would allow sci ships to have a bit more teeth without sacrificing tankiness, which is something science desperately needs.
It's not a heal or resist buff like TSS is, so shouldn't share CD, and is annoying when you can't fire off both at the same time.
Tanking damage, you either have to choose survivability with TSS or offence with FBP.
If you choose TSS you loose DPS being reflected back at enemy.
If you choose RSP you do more damage but may pop.
As an engineer I use FBP to good effect on my cruisers and can cover for this problem with EPtS3 and RSP reasonably ok, but for Sci's they will be hamstrung by having to choose between best shield heal or the passive aggressive ability, not both. When both is exactly what's needed when under fire.
Sure they could cover with lower end EPtS (weaker, not much heal) or ST (takes away TT for a cycle which is crucial when under heavy fire) but those options aren't as effective.

Also, PH and HE sharing a cd was way more justifiable from a gameplay standpoint. TSS and FB could logically be separated since those two were.
