Cardassion(i know spelled it wrong): It would be kinda cool. FE series with it would be interesting, ships look cool as well. But other than that i would not play it much. Cardassions are not one of my Favorite species, but people want it, so why not. Maybe from true ways point of view, maybe?
Dominion: The only problem with this is we have like 3 big jemy ships in lock boxes, so it kinda ruins the factions ships uniqueness. Otherwise i would love it, if we had it. Home world, founders home world, with a small moon for dominion troops?
Breen: Only one ship available to Klingon and feds, so ship stuff should not be too much of a problem. Maybe the Breen FE from the breen's point of view would be awesome. Home world would be a icy planet, obviously .
Iconian: Only because it would be funny.
Ferengi: Maybe more a diplomatic and trade like faction, some combat stuff, but not much. FE's would be focused around trade and making deals and such.
PVP Mpa(not really a faction): You go into it, and all you do is pvp, no starbase, no wait, all you do is go into a huge map and do Fed vs Klingon vs Romulan. IDK if that would make pvp'rs happy. You could unlock special weapons(account wide), that the only way you can get them is by doing pvp in the pvp map. BTW there would be a map for space and ground. Different instances to keep maps from getting over populated. If you want to you can transfer or copy a character over to the map and use his resources and stuff in combat.

same old same old, ive seen this come up so many times the past few years. im certain the devs know about considering the poll they did half a year ago cardies and rommies were highest on the polls then the rest, so now we got the rommies. it will take a while but i have no doubt the cardies will come, just not from the true way perspective, they are just a terrorist group with strong xenophobic tendancies and political ties similar to romulans, alliances of convenience and expension of the old empire once again. i would rather see it played from another view, from the new peace movement led by Natima Lang and Garak if he is still around.

I'm all for a Ferengi faction, though I suspect it would best be handled as a large game-within-a-game.
Cardies seem the next logical choice.
Frankly, I'd love it if the game explored one of the lesser known factions, likely on the borders, like the Talarians (TNG's Suddenly Human). Missions to flesh out the culture and define a purpose in the universe. Though I realize that also might be best handled in a sub-game.
I'd also be interested in a splinter faction. Say a revitalization of the Maquis concept, possibly engineered by Voyager survivors, after yet another botched diplomatic maneuver leaves someone high and dry.

Again another group who cannot exist due to history being changed. So at this point the faction of absorbed followers may have in fact become rather huge.

As in the Androids group Kirk and Spock and the crew ran into during the I, Mudd Episode. Highly doubt this was erased in the new timeline. So they stillhave to be around.
Excalibians
Rock Creatures which could create clone replicas of people from history. And who wouldn't want to play a rock creature.
oh well....aside from all that.....what I want to know is where the heck is Triskelia on the star maps....and when the heck do we get to gamble with Qwatluus

Klingons can sell prisoners to Orion slavers, or colonists. Can assassinate, attack farming colonies. Send people to labor battalions where they are worked to death. Use invasive telepathic mind scans, etc all within doff missions. In missions, it's mroe of the same, including one mission where a Romulan is tortured to death, and another where a federation captain can be beaten to death after surrendering, and then has his ship (which surrendered) destroyed as 'target practice'.
This is pretty in line with the Klingons from the show, who torture to death at least two Klingons who worked for the Romulans, and another who keeps a necklace of Cardassian neck bones. Obviously they were not bleached of their character, so why are the Romulans, who were even more nasty at times (brainwashing example for instance) seemign to be even nicer than the Klingons? Noticably nicer.
The Cardassians for me would be the most appealing faction as they are the most interesting species in Trek, the two most interesting characters in Star Trek were Garak and Gul Dukat.
Other species that would be interesting to see would be, as I am sure I have posted somewhere else:
Liberated Borg led by Hugh, this could be centred around them looking for a homeworld of their own and we could have Asymmetrical Borg ships as seen in TNG.
The Voth, there could be a story of separationists wishing to return to earth and feature their massive capital ships.
The Sona, these would be a very aggressive faction who use subspace weaponry.
Post Phage Vidians their ground weapons were particularly interesting
The Kazon, for obvious reasons it would be very interesting to see how they reacted to Klingons
The Krenim the idea of temporal weapons is particularly interesting
