Obtaining Omega/Borg marks is incredibly easy. Just by running a single Elite STF, I have enough to queue up the Reputation Missions and have enough left over for a 500 dilithium conversion.
Romulan Marks seems to make me run at least 2 missions from the PvE queue just to get enough to get the daily reputation missions going.
Why would they so freely give out the Borg marks in excess and stifle the romulan marks?

Long story short, tagging epohhs on New Romulus and then doffing with epohh tags and raising baby epohhs into elder epohhs which can be sold for 400 Rm, takes a few days to complete the process but when you do it's more than enough to sustain you until you sell your next epohh.
That seems like a horribly extended chain of events just to get it.
Run mission to get currency 1.
Doff mission to trade currency 1 for currency 2.
Trade currency 2 for pet.
Run missions with pet to age/evolve.
Sell pet/repeat.
Track what stage various efforts are in, so you are eventually doing all of them.
When a simple 15/20 minute STF can get 90 marks, and the process just to get 400 romulan marks can take a month....sad.
5 days max to get enough tags to buy your first pet then another 3 days to evolve the pet into an elder. 8 days total to get 400 Rm then rinse repeat. (Critting the research mission grants 3 research instead of 1, a baby pet costs 5 research so it can be shorter if you're lucky enough to score a crit.)
The tagging mission itself only takes a couple of minutes then turn in and start the doffing process. It really takes no more than 5 minutes of your time to do the mission. You do need to have someone else to get the 31 tags you need but there are always people there to team up with and it can be done with 2 people.
The only thing that makes it time consuming is the trip to New Romulus unless you have a friend who can invite you to their embassy so you just have to walk out the embassy door to New Romulus.
Completing the tau dewa sector patrol daily is what you need. You do very quick missions in systems in that sector block and can do the same system repeatedly to eliminate travel time. Also, a tholian red alert will count for 25% of your progress and rewards 30 RM. So in the time it can take to complete a longer STF you can earn 30+60+15+15=120 RM

That sounds more like what I enjoy. I'm sure others love the epoh game, and I'll give it a short try. But the blow things up route is a bit more enjoyable for my playstyle.
You could try Radiation Scan Mini-game and it's Related Mission. Talk to the guy in the Staging area. While his mission doesn't earn you much in the way of Romulan Marks. He offers a Buy X Rad Reports for Y Marks service. It's best if wait until you have 300 Rad Reports, as it's the "best" deal Per Rom Mark he offers. There are "clouds" on on the ground and water in New Romulus that will pop up the Minigame outside battles.
The mission actually can be combined with the Sector Patrol, as all 5 of his Locations add up to 95% of the Sector Patrol Count. The only Issue is that you need to spend several Minutes after each Mission to get to the Satellite to play this 60 Second Mini game to get about 20+ reports.
You can get most of the way to 300 Rad Reports after two days, just on the Space missions alone.
The Bad news is you'll need a space in your inventory for the Radiation reports, but the good news is that they stack to 300 to a Pile.
Romulan Marks are a PAIN to get in comparison to Omega Marks, which is why I have never run the 50 marks for 500 dil mission with rommie marks. They are just too scarce...
Tbh the best way was the winter epohhs during the Q winter event, but after that is over, epohh farming is the best way, barring that, just run all the New Romulus Missions, you'll get decent expertise, and some marks. Tau Dewa sector patrol is your best bet. Just remember to ONLY TURN IT IN DURING THE REPUTATION EVENT. That will increase your haul by 20-25%. That adds up quickly.
But other than that, there is no easy (as in STF level of ease) way to get romulan marks.

Well the idea with Epohh tagging is that it takes awhile to "prime the pump" so to speak, but once it starts flowing, it flows quickly.
And of course there are no STFs for Romulan Rep, so it's pointless to compare the rates of return in that way.
Apart from Epohh Farming the best/easiest/quickest way to get marks is to run the two daily space missions in Tae Dewa sector, and if you can, turn them in during a Reputation event (bumps the rewards for sector patrol from 60 to 75, for example).
The bottom line is that New Romulus is a much slower and less rewarding rep compared to Omega, and always will be unless/until they put in Borg style STFs for nice rewards.
I remain empathetic to the concerns of my community, but do me a favor and lay off the god damn name calling and petty remarks. It will get you nowhere.

Yes I know what a necro is, but the information in this post is still relevant as none of the Romulan Mark farming has changed any. If anyone is googling "Best way to farm Romulan Marks" this posting comes out at or near the top.
grinningsphinx is right, except for one thing - the game is not static, as there are a lot of changes. All the suggestions in this thread are horrendous in my opinion. Especially the one about the epohh. I prefer a straight forward way, just like the OP.

- Wait till an event where the Marks are doubled
- Go to New Romulus.
- Talk to Foreman Kylor, accept and complete "New Romulus: Staging Area".
- Talk either to Admiral Valoth (Federation) or General K'vera (Klingon), accept "Lending a hand".
- Complete all assignments under the "Lending a hand" scattered via the transporters.
- Obtain around 172 marks + 15 marks + 150 marks = 337 marks in a relatively short time.
