In the 2nd DEV blog about the Romulan faction our EP mentions that the Romulans get a bonus that only works with the Cloak.
"One potential disadvantage to commanding an allies' ship is that Romulan Captains have a unique species space trait called subterfuge which provides a bonus to cloak and decloak ambush damage. If a Romulan is flying a ship without cloak, they are not getting the most out of their trait."
This news should help many new Romulan Players choose the KDF has their Allies.
If Romulan Players want to get their Species bonus and choose to ally with the Federation they'll need to buy Galaxy X or Defiant Refit where has if they Ally with the KDF, they'll get the Cloak for Free!
On Behalf of the KDF I accept your Romulan servitude ;p

Fine by me bud. I'll curb stomp any feddies, as long as I can count on you to provide fair trade for services rendered.
Why? Answer is simple, in several novels, and as well in the television shows, Klingons and Romulans (certain Klingon Houses) and also already seen in this game already (House of Torg) have had joint alliances, to the point where they are put in command of ships of either empire to carry out certain missions based on sensitivity and self interests/mutual interests.
In an attempt to salvage what's left of my pride, will Romulans be able to get the Free Z-Store low Level Raptor that belongs to the KDF if they Choose to Ally with the Klingons?
This news will still make the KDF a bit more appealing to New Romulan Players IMO.
Yes, Romulan players could just stick with their Romulan vessels. However, they won't exactly have a lot to pick from right out of the starting gate. I'm guessing maybe 4-5 models, covering the basics (escort, sci vessel, cruiser/battlecruiser, and carrier). Cryptic will likely introduce C-store, lockbox, and free ships over time.
So, at least for the early months, Romulan players might want to pick KDF ships to expand their repertoire a bit. . .it depends on how the exchange goes, and what ships they have access to (if any).
My PvP toon is Krov, of The House of Snoo. Beware of my Hegh'ta of doom.
How is this good news for KDF.The Rommies will have thier ships that can cloak plus a far larger selection of ships FED side. This may become a 2 faction game after all.FED v RomFed
It does make the KDF slightly more appealing to the Roms. There will be 2 fed ships they can fly without losing out on the cloak bonus. Most KDF ships have it however. So with all else being equal the KDF does provide a small advantage.

Pretty sure none of the Gorn, Nausicaan or Orion ships have a cloak. Nor do the Carriers. That leaves really just the battle cruisers, Birds of Prey and Raptors all with cloaks, with really only the Birds of Prey having a cloak worth considering over the Fed options.
And you know, Romulan ships themselves may have really good cloak options and perform well in combat, making the choice rely on something other than ships.

Which is still a ton more options then the Feds have. Now on a scale of 1-10 this is like a 2 perhaps, on why a Rom might join the KDF over the Feds. But it is still an advantage that the KDF has.
So if a Rom has no reason to pick one side over the other... They aren't a member of a fleet, they don't have friends playing Fed or KDF side, they don't plan on flying Rom ships exclusively...
Then the KDF side does in fact offer an advantage over Fed side for someone like that.
Which is still a ton more options then the Feds have.
Going by the ships shown on the shows, the Romulan fleet already has a large selection of options concerning cloaks. How is a cloak an incentive to a Romulan? The Klingons only have cloaks in the first place due to an alliance/trade agreement/storyline from the shows that explained that they come from the Romulans.
they don't plan on flying Rom ships exclusively...
I think people underestimate the huge desire most Romulan fans have to fly a Romulan ship. I mean, so many posts have been made over the years that essentially have said "I just want to make a Romulan and fly a warbird."
So no matter how much criticism exists regarding the storyline and how it affects the faction, there's still people waiting desperately to fly a D'Deridex or a Mogai or any other Romulan ship they love. Team Green really wants to fly their own ships. And all those ships I've seen in game and on the shows have their own cloaks.

Wishful thinking.
Defiant-R is still better than anything the KDF can offer, but at least now the constant moaning from Klingon players will cease.
This program, though reasonably normal at times, seems to have a strong affinity to classes belonging to the Cat 2.0 program. Questerius 2.7 will break down on occasion, resulting in garbage and nonsense messages whenever it occurs. Usually a hard reboot or pulling the plug solves the problem when that happens.
Because they get special traits that are only useful if they're cloaked. So any ship with a cloak will work better for a Rom then one without it.

Some might, but I'm not. I plan on flying exclusively Romulan ships with my character. I'd like to say that most people will likely do the same. But considering how many other types of ships you see, I'd say a lot of people don't care what kind of ship they fly.
But yeah for most they'll likely fly Romulan ships, but for some they won't care, and for those few the KDF has an advantage.
My guess is that you'll still see the majority of Romulans join the Feds, because they have ties there with their existing fleet and friends. But that doesn't change the fact that the KDF does offer a slight advantage.

Should point out that Tier 5 cloak will likely provide the bonus as well, just not necessarily as often as a battle cloak.
KDF ships that cloak will be no great advantage to a Rommie. They have that.
They can get the best consoles for EC FED side
They will have a far greater selection of Cstore ships to choose from
If they go FED the wait for groups will be far shorter than KDF side
There are far more T5 starbases (or close to FED side) to choose from.

I see nothing that helps KDF Faction at all
Since the Remans, in general, are sick of living under the boot of the Romulans, Reman players, from an RP standpoint, are more likely to join the KDF since the KDf will be more amenable to granting Remans full citizenship rights within the Klingon empire (of course, after the remans have agreed to serve in the KDF).
The boost that the Romulans will get from cloaking will give thier Tactical Captains a clear advantage in Alpha Strike Damage comming out of Cloak in PVP.
Also the B'Rel retrofit has the Enhanced Battle Cloak that will get a nice damage boost with a Romulan in Command
I can't wait to test out a Romulan Tactical Captain to see if the extra damage that they get from their species trait will be good has I think it will be.

Doh!
move along folks nothing to see here
Well, it depends on whether Romulans are still stuck with Subterfuge after a trait respec.

Not so many good news for KDF after all!
even KDF side i rarely cloak any way as to cloak you need to get out of combat unless you fly a BoP or other ship with battle cloak

R.I.P
I bet you won't be saying that when you see Feds flying around cloaked lock box warbirds pew pewing you out of the sky in pvp. GF Klingon cloaks.
