How about making the Hirogen a playable class/faction where they get the opportunity to hunt down and kill players of all factions?
I'm sure a system can be worked where certain actions or accomplishments (not just PvP) by a Fed/KDF/Romulan player gets them marked as worthy prey, etc, etc.
It's unlikely that a 'bounty hunting' system will be up, especially as a species specific option.
The last time I even saw such a feature was in SWG and it had to be gimmicky at best.

Cryptic has been pretty much anti-pvp since beta days (look at complete lack of pvp content in 3+ years) and the one time they try an extremely limited open pvp idea on Tribble, it lasted all of what a week and was swiftly removed, due to a few balance reasons and a quick realization this was never translate well to Holodeck (people would QQ like mad if they got killed while trying to do Doff missions or any other small task).

How uncalled for! The man was merely expressing an idea about a lore embodied gameplay feature.
Even if it was improbable in the current structure of the game, there's no need for half-guessing.
You probably have no idea who the original poster is, was or will become. It's all hashed out speculation.
So don't make a supposition, an accusation without evidence to prove your case differs to a youth's opinion.
And honestly, if that was an attempt at a joke- the youtube link's title would say otherwise.

Beta, LTA, CE, Multiple preorder Versions, all Addon Packs except AoY, nearly all KDF/Rom and ~50% of all Fedships, over 25 LockboxShips, Endurer of Atari's "Year of Hell", but...

I want my Hirogen as part of the Romulan thing...blah, blah, blah - I've mentioned that a few times.
On the other hand, a non-aligned faction - presents some interesting gameplay potential. A mercenary type of play... where you fight for or against the various factions - whether in PvE or PvP. You could select Faction A for a particular arc, but maybe Faction B for another...etc.
One could even imagine actual "Reputation" - where your doing things for Faction A means that Faction B may not offer you things to do - may even reach the point Faction B will not speak to you outright and you'll have to find a way to get back on their good side if you want to do something for them.
Etc, etc, etc... yes, it's not core Star Trek in the least - but the Universe is vast and we saw plenty of mercenary type characters.
