I was recently watching "The Wrath of Khan" and I must admit, I am surprised that the "Mutara Nebula" is actually in Star Trek: Online. As far as I was aware, the Nebula was destroyed and all the matter from the nebula was "reorganized" into the Genesis Planet which distablised and blew up in Star Trek III... So did it go back to being a Nebula again because I'm pretty sure the Genesis Planet in Star Trek II and III was not depicted as being in the middle of the nebula. You can even see the star rising over it at the end of Star Trek II and its clear space.
Just one of those annoying inconsistencies. So the Original "Mutara Nebula" should not actually be in the game.
Although the name was eventually used for a "Class" of Nebula in the same way that the Vulcan word "Minshara" is used for Class M Worlds. (Evidence is in Dark Frontier: Part 1 (Voyager)). So maybe its not the original "Mutara Nebula"?

I thought this as well but if you think of the way that Genesis works, it reorganizes matter and changes its molecular structure, it would be highly unlikely that after the Genesis Planet was destroyed, it would form back into Nebula gas. For example, the destruction of Genesis spread debris in the form of rock and complex carbon into space but to create ionized gas to form a nebula again is extreamly unlikely.

While it did mysteriously disappear during the Genesis effect, but the reality that it's impossible for the entire Nebula (light years across) to suddenly disappear and get sucked into a single star system within a short time.
So we can assume the disappearance of the Nebula is just local.
Furthermore, while you reference the Mutara-class Nebula in Voyager, you forget about the MIDAS array. Which M is for Mutara. So very likely the array was located near the Mutara Nebula.
Besides, this is Star Trek, wouldn't feel right if it wasn't there. :P

Besides, Nebulae has enough mass in it to create multiple star systems.
This, plus the unlikeliness that Genesis consumed the whole thing. Though Genesis is pretty far along the unlikeliness scale in its own right.
That sector block has several TOS-era references, as it was apparently one of the active fronteirs of exploration for both the Federation and the Klingon Empire in Kirk's day... very unfortunate, what happened to it.
