Only ones I can find on my Feds with BOTH Tactful and Peaceful are BOUND (one blue human called Tyrel Maurice Horatio, one purple Orion called Atziana). Guess this might be why you don't see many of them.
My guess is I picked these up from Lt. Ferra at Starfleet Academy for competing ranks in... wait for it... Diplomacy.
I have a Green Diplomat with Efficient and Tactful (Paradan named Talolun) and a blue with just tactful (and 4 other skills) (Tellarite named Pzepaar).
I did find a WHITE Diplomat (Vulcan named T'Pomna with Tactful, Peaceful, Telepathic, Logical and Founders of the Federation on exchange for 15,000 EC.

And yes, I expect that in order to get the right DOFFs, you have to level up ranks in Diplomacy to buy them from Lt KitKat.
But how do you level up Diplomacy without the DOFFs in the first place?

For the record, I never had to do it the first time because my account did a Legacy conversion of the old Diplomatic system.
It took my T4 Diplomacy from the old system and converted it to instant T4 of the new system.
Which means I could collect all of the DOFF store doffs at once and continue Diplomatting without actually having to work my way up.
I also think Civilian specialists are rare in DOFF packs, the odds of getting ones with the right traits and no failure traits even more remote.
Good thing I'm not going to be creating this toon anytime soon (because Cryptic haven't specified a release date for the playable race).
I'm probably going to go into mental trauma when I have to regrind all this stuff without the benefit of Legacy conversion.

You don't need DOFF packs of any sort to get what you need. You can get them all for free.
Once you hit lvl 7 you will be given a boatload of DOFFS from Lt. Ferra in Starfleet Academy. Every so often (I don't remember the specific levels it happens but I think lvl 11, 21, 31 and 41) you will be given a few more. Some of these are bound to be diplomats.
In between times, visit the Vulcan, Andorian and Tellarite recruitment officers at the academy for at least 3 BOFFS a week (varying from white to green quality and each has a chance of critting to get 3 instead of one) and visit the Personnel Officer behind Lt. Ferra to do the recruitment missions with her (DO NOT waste your time or Dilithium doing the top "General Recruitment" mission as the DOFFS you get rarely are worth the Dil unless you are loaded and have nothing else to spend it on... which is rare in this game at the moment). You will get at least 8 DOFFS from her, again white or green quality usually but I have had the odd blue when I was REALLY lucky. Again, crits can give more and better quality.
11 DOFFS a week, minimum, with at least 2 of those being Civilians. Diplomats will drop some of the time for you.
Sell the ones you don't want on the exchange for easy money and save for the ones you do.

The issue with the exchange is simple. Two layers of artificial selection. First, Tactful/peaceful doffs are more highly sought after and thus get listed less often. Second, if they do get listed they get bought before the others.
Oh and I have gotten purples from academy branch recruitment, it's VERY rare, but it can happen.
If you want to build up your roster fast, do the general recruitment. Sure it's mostly commons, but it has a guaranteed green or better. (or it did last I checked) and is much more likely than branch recruiting to give you a blue or purple.
General Recruitment? Are you out of your mind? That's like a thousand minerals and waiting around many days with your slot blocked for a pack of crappy starbase food. A green is junk, even a no-trait purple is better than a 2-green.

I have 10-15 of those I got back in the days when we were able to turn blue doffs into purple for a reasonable cost. Most of them are vulcans (except those efficient + edeitic, no non doff pack officer has edeitic and efficient), some of them are humans, and in no way I'd sell them on the exchange. I've lend some of them to a good friend so that he can level up his diplomatic rank, but they are almost impossible to obtain now, so I'm going to keep them. And if I ever sold them, I'd ask at least 100M each.
My 4 tactful/peaceful/resolve vulcan security officers are some of my best doffs. How could I sell them?
Edit: I noticed my answer wasn't helpful. If you're looking for excellent doffs to level up your diplomacy, I'd suggest you to run instigate defection as much as you can. These doffs are really awesome for diplomacy missions for feds:

Like I said, If you really want to get a lot of doffs fast, do general recruitment. And no, the mission does not take several days... And Yes, I have gotten purples out of them. It's not particularly common, but it can happen.
If you want something ridiculously expensive.... try looking up one of the Vulcan traders that has SIX traits! I have one named T'Punna.
Tactful/Peaceful is actually rather common, for a Betazoid diplomat.... A lot of Deltans have that too. The catch is that Deltans and Betazoids aren't as common as FF races.
Do Cardassians and Bajorans ever have tactful(aside from diplomats)?
The efficient/Eidetic memory combination is nearly impossible to find in general, the race that gets it most is BORG. And they don't come in diplomat. Bajorans and cardassians often have one of the two ,but I don't think I've ever seen both. You can sometimes find those traits on humans and vulcans, sometimes. Maybe Benzites... Benzites often have efficient, I'm not sure about eidetic memory though.
