If you've got the dilithium and FCs to spare and still have a long ways off from rep gear, you can try the fleet advanced or elite gear as a good placeholder.
Advanced Fleet weapons are superior to Elite Fleet weapons because they do more damage and don't sacrifice some of that damage for a laughable shield heal that does absolutely nothing. Since you're being a cowardly cloaker, you'll probably want to go for something that has [CritX] on it rather than [KB3].
I haven't had much experience with Fleet shields as I haven't had a need for them. I imagine Advanced Shields are best for tacs as they don't go for shield tanking. For Engineers who do shield tanking, Elite adaptive shields are probably better.
Elite Fleet Polyalloy Armor [ResAll] [HP] [Nanite] is probably the best non-reputation armour you'll find. In fact, I've subbed my Omega Force armour out until the shield is fixed and I can get my 3 piece set back without getting killed by it.

Best possible options for you to survive will be
Elite Fleet personal shields. Rather then going for the extra 15 percent damage resist and having to swap out two energy type resist shields go with PBKB proc bonus since you will be playing at close range it seems. But yes go with these elite shields over the advanced ones.
Elite Fleet Polyalloy armor will give you major kinetic and phys resist as well as good enough energy type resists and about 5 percent on all your env damage resist. A 3 in combat armor skill will make this armor tempting to keep on even after your set gear. Of course the proc will be nanite which is an automatic 250 heal every 3 minutes (check your buff tray for medical nanite generator. Grab one with the HP bonus.
Advanced antiproton pulsewave dmg 3 and critx bonus. Antiproton alone will give you an additional 20 percent severity alone from being that energy type. Forget these lame 5 percent chance for useless proc weapons.
Other range weapons in your inventory should either come from mk 12 Romulan weapons unlock at tier 3 or the exchange. As a tact you want nothing but crits chance and severity bonus. Get the fed type 3, breen cryo, and ghostbuster gun from the story missions as well. Try to get your compression pistol to be critd times 2 or 3 for a deadly severe hit on the second attack when critting.
And a piece of advice if you come at me trying to cloak **** me there is a good chance your not gonna live to tell about it. That being said learn fire team bro. Being a cloak noob against good players and teams typically lands you 15 deaths and your team a loss. :P
