Well the multi vector assault escort is good if you want dps and like some science ability with it the vests and odyssey are both great because of their Lt cmdr uni slots but if you can I would suggest getting a lockbox ship cuz they're usually very good and if you simply want outright firepower get an andorian ship.

if you want to survive and put out meaningful damage then maybe looking into the Steamrunner pack on Steam (ironic huh lol) Its is pretty powerful on its.
the best ship is the ship you have most fun playing in and one which enhances your personal playing style. buy a bunch of cheap ships from the exchange and try them out. once you know go for a fleet version or better variation. even the mirror variations can be great. i would never give up my mirror qin heavy raptor.
OP, I hate to come across like this, but you need to figure out the game some more if you're asking an elementary, generic question like that. You need to figure out the basics of the game more. A personal style of play. Proper ship setup. BOFF / DOFF setup. All to get the most of your ship. And after all this, you still need to learn how it all plays once the phaser banks and torpedo tubes start firing.
There's lots of different ways to play, even within the Escort grouping of ships.
Figure the game some more, and you will never ask that question again, because you will know the right answer for yourself.

Best fed ship for damage output and survivability is the Fleet Patrol Escort. Has the most ideal Boff layout for full cannons, and has crazy durability and survivability. Also has a very low shipyard requirement.
It is said the best weapon is one that is never fired. I disagree. The best weapon is one you only have to fire... once.
Best visually appealing ship: Personally, the Dominion Dreadnought or JHAS.
Best ship overall: JHAS/Regent or Excelsior/Vesta.

If there were a best Fed ship, there wouldn't be anything else anyone would flying. All three of the major types have several fundamental differences in style and utility, and while a good captain can make most of them work in a variety of roles, they are also typically what is best for that particular player, not as a whole.
Rather than giving my opinion on what I think is the best ship, it would be more useful to you to try to help you to determine the best ship for you.
The first question to you should be:
What is your character's profession/career: Science, Tactical or Engineering?
What level are you, the level number specifically?
Are you looking for what the best end-game (Vice Admiral/Level 50) ship? Or one for your current level?
Each career has skills/abilities that go best with certain type of ships. Escorts/Carriers are best with Tactical. Cruisers are best with Engineers and Science ships with Science officers. Not that you can't fly the other types, you can. But these are the best fits.

The best ship is the one that you love to fly. If you can find that one, it makes life at max level so much easier. It's usually a combination of the ship I like the look of and ship that handles they way I want to.
I would start by answering some of the following questions:
1. What do I like in a ship design?
a. I like classic starfleet designs.
b. I like large modern starfleet ships.
c. I like modern, small, nimble starfleet ships.
d. Agh, I'm sick of Starfleet, give me something different.
2. How would you classify your playstyle?
a. Fly fast and hit hard.
b. Bring it on, I'll take anything you can dish at me.
c. You win by being clever, strike at the enemy's weakness.
d. I'm not interested at being the best at any one thing, but spreading your assets around.
Once you have an idea what you're looking for, you can then focus on the intricacies of your choice. This will hopefully give you your ideal ship. Keep in mind that the "best" ship is only so in the right hands.

if lobi ships are on the table, and you want to do high damage while having tough shields, check out the mobius. while not technically an escort (it's a destroyer), it's laid out like one, it's maneuverable like one, and it can equip dhc's like one. oh, and it has (afaik) the highest shield modifier of any in that class (1.05).
meh, chimera would be the best destroyer if you have to choose a destroyer but the price tag is bonkers
Too many people try to justify (or not) the cost of an entire package by a single perk, which is silly. Of course a lifetime sub isn't worth one ship, thankfully I didn't buy mine for the ship.
I will say that while I won't claim the Chimera is the "best" ship, I've found it to be the best ship for me and my play style.
